1870 Germany and Italy became allies for the 1^st time, and both wanted to develop overseas empires.(time of kaiser)

After the allies with Italy German became stronger

Wilhelm II emperor of Germany 1898: Our future lies upon the ocean and started building up the navy very large. That is called 'cold war' 

Cold war= it is a war without any deaths but with the size of the army racing to get bigger and stronger army

In 1906 Britain launched the HMS Dreadnought, which started the race to build stronger, Bigger and faster battle ships.
